Sink mounting nut and bolt turn together

I'm trying to replace the cheep kitchen faucet that came with my house. I got the first plastic mounting nut off with no problems. The second one turned and turned without coming off. It took me a while to realize the bolt that the mounting nut goes on is turning with the nut.

I tried getting in there with pliers and holding the bolt in place while I turned the mounting nut with a different tool. But, with the limited space I wasn't able to get them to turn separately.

Next I tried, in vain, to get at it from the top. I'm running out of ideas and could use some help and direction. Thank you.

That is just a plastic "washer". You could always cut it with a sharp box cutter, if you can get your hands up there.

Thanks for the response. I ended up using a drill to cut it out and that worked.
