Shutoffs on Price Pfister 0X8 shower valve

I can't get the water to shut off by turning the integrated H/C shutoffs on the Pr Pf 974-0420 0X8 valve. I turned both screws vertical as well as horizontal and it didn't stop the flow one bit.

This is in a high rise apartment bldg and we are on the top (7th) floor. But why should that matter? Valve is probably 25 -30 years old.

Any ideas?

Just trying to change the cartridge.

Shut offs that haven't been exercised in 25 years likely will never seat properly to stop flow. The rubbers are long since deteriorated.

I thought those shutoffs were ball valves. In replaced a diverter in another shower faucet (Rohl RMV-2) and its integrated shutoff valves only required a quarter turn to shut off the water.
