shower won't turn on

I have A single arm Moen shower. I don't know the model number. The problem is that the water will not turn on. I took the handle off and the stem is turning. I tried turning the stem with a pair of pliers and it does turn but the water just will
not turn on. Will replacing the cartridge fix this or is the problem somewhere else?

There are mainly two Moen shower faucets. One you turn to open the faucet the other you have to pull the handle to turn it on then turn left or right for temperature settings. Which one do you have?

You turn the handle to turn it on
I should add that the day before it stopped working the water pressure was very low. The water in the rest of the bathroom works fine. I pulled the cartridge part of the way out and water started to spray out so I know the water hasn't been turned off.

What you have is a Moen balance pressure faucet. If you replace the cartridge it will solve your problems. Call Moens 800# and they will send you a new cartridge free of charge. Here is a breakdown of your faucet.

I have a related question.
On the version that rotates to turn on the water, which is working fine, my daughter can't get the shower to turn on in her new apartment. How do you switch from the tub faucet to the shower?
