our waste or sewer clean-out is located on our driveway, when the contractor install the new driveway, they cover the sewer clean-out plug with less 1.5 inche concrete.
I would like to know are there any tools or methods to find the exact spot where the clean-out is located?

Does it have a metal cap? If so a metal detector if you do not have rebar in the driveway. Or a sewer camera can locate pretty well and some of them have a locator on them. Do you need to get to it? If not I am sure over time the concrete will break in that area due to being so thin.

Like Chris mentioned, a camera with a location beacon and a locator unit will be the tool for this. The camera will allow the plumber to see when he is directly underneath the cleanout, then the location of the camera head can be determined with the locator.

If you have an idea of where it is tapping around that area with a hammer, you should be able to find it by the difference in the sound the hammer makes on the concrete.
In my all to extensive experience with this, the hammer sounding method works up to about 3/4" of depth. I have been on several tunnel form jobs where we had to cut our plumbing stacks down to the point that the top of a coupling with an inside cap would be level with finished concrete. Unfortunately, the finished level of concrete varies greatly dependent upon how tired the concrete guys are, how much they have had to drink, or smoke. So I have spent many unhappy hours tapping and pounding on concrete slabs playing wackamole with my plumbing stacks.
