Raise water pipes through ceiling joists?

Finishing basement. Two water pipes 10.5 feet long running side by side are attached to the bottom of 11 joists which run perpendicular to the water pipes. Can leave pipes alone and frame around. Or cut holes through the 11 joists and raise the pipes so the new ceiling will be one flat uniform surface. Bottom of one duct is two inches above the bottom of a nearby joist so the holes for the pipes would be made within the bottom two inches of the joist. The joists are all 9.5" long.
Would you keep the pipes where they are and frame around them or cut the joists and move the pipes up? Not sure if cutting the joists is normal procedure or not. Thanks!
 
Don't cut the joist! Drill them. Use the chalk line to make a straight line. Use a combination Square to measure the same distance from the bottom of the joist to the center of the Hole so all the holes lineup
 
If they are 1/2" pipes, they will fit under the drywall after its strapped. You aren't screwing drywall right to the joists, are you?
 
Matt30, what do you mean "strapped"? You referring to running lathing strips perpendicular to joists. If so, what do you use for doing that? Thanks
 
If you drill through joists make sure you leave 2" of "meat" at the bottom.
