I'm trying to change the hose under my sink since there is a slow drip. I don't have a typical water shut off valve. I'm assuming the square inside the cylinder is it. If I'm wrong please correct me. I bought a 5/16in sillcock key which fits, however I can't even turn it. Am I using the right tool? Is this not the water shutoff? Any help would be appreciated. Thanks.
 
Thats a vandle proof stop there is a 4 way key that works with these if it is the correct key try a little pressure with pliers on the key
ls it soldered or threaded looks threaded maybe its time to change if you cant get it to move

Thanks so much for your help Geofd! I used some pliers and was able to turn it. It dripping a little bit, I'm assuming that is just residual water but when turning on the hot water in the sink nothing comes out.
 
Post some pics showing how the valve is attached and what piping it is attached to.

As Geofd said, maybe just change the valve, if it is easy to change it out.
