Odd, loud pumping sound

When turning on the water at the kitchen sink there is a loud churning or pumping sound, as if water is being shot through a jetted nozzle in big spurts. After a few seconds it runs normally, but at low pressure. What's up here?

Replace the transfer valve for the hose spray.
