Need Two-Head 3-Way Shower Diverter with Mount with No Restrictions

I thought this would be simple. Not quite apparently.

We are redoing a shower and would like a fixed shower head and a handheld showerhead. There are numerous 3-way shower diverters available that allow the user to have all the water go to one showerhead or the other or split the flow between the two. I've tried several and discovered that they have considerable restrictions in the flow rate so you get a wimpy shower. Is there a unit that allows full flow?

Can any of you recommend the diverter unit that has the highest flow rate?

Not with diverters like you are looking at.
We normally use separate in-wall volume controls for each individual outlet for max flow.
