Need help with hot water issue

Hi

Looking for some advice!

So I turn one hot water tap on all the way and I get luke warm water. But when I turn two hot water taps on all the way, the one closest to the hot water system goes scalding hot and the other goes freezing cold. Im so confused as to how this is even possible.
