Mystery Toilet Bowl Sludge - help!

Last week, I noticed a very nasty smell in the guest bathroom. The toilet in there is very rarely used. So, I lifted the toilet seat to find the smell, and there was this yellow-ish stuff in the toilet bowl. It almost looked like Jello...

Flushed it, cleaned it, no problems. Just blamed my husband for leaving urine or something in there thinking it was in there so long it had started to harden/gelatinize...

One week later, same problem. Sewage scented jello. No flushing problems. Toilet bowl flushes clean.

Note - the house was only built 7 months ago. why are we having this problem!? I can't find anything on the internet that even looks similar to what we are seeing.

We have city water. Whatever is forming in the toilet bowl just looks like a murky gelatin or what butter or cooking grease looks like as it starts to re-harden...? I wish I had taken a picture for you but instinct was to flush right away.

No chunks of anything or any mold or hard water stains in the toilet.
