I think my landlord rigged this toilet with misc parts before I moved in. At the end of the day I need to fix it. I've tried 3 different flappers but it still keeps filling up every few mins. Also it takes forever to fill up. I want to replace the water control and flush valve assemblies. The tank says American Standard 4392. Can someone help me with what I need please? Thx!

The tube running from the top of fill valve to the overflow tube of the flush valve appears to be inserted too far into the overflow.
Most kits include a clip so that tube barely enters the overflow. (siphon effect avoided)fill tube.JPG

Replace the fill valve with a new fluidmaster 400. Also get the correct flapper for a 4392 Am Std tank.

Interesting! I noticed after you said that they had a cut piece of black tube shoved in the overflow, I assumed to hold the fill tube. I pulled the tube up towards the very top and now it seems to be holding water. The siphon effect is a real thing huh?
