Main line shut-off where and if to locate

Hello friends,

Building a new house. Plumber roughed in copper under footing and slab. Copper main is stubbed about 3ft. outside the exterior wall. Plumber failed to install a main shut-off before plumbing to first cold water supply tub/shower). Have a Navien tankless WH with the valve kit that has shut-off for hot/cold/gas but is on the other side of house. Lots of cold water fittings between the main line entry and water heater. Normally I would just cut the line at the tub/shower unit and put in a shut off valve but there are other lines that branch off. Plus the line is only about 6" high off the slab.

Question - Should I put in a shut off outside the house and install a meter box to access the line? If so what would be the best valve to install? I would like something that my wife could access and be able to turn off.

A brass ball valve with a lever handle is probably your best bet for positive shutoff and easy operation.

If you live in a warm climate, bringing the pipe up above grade to install the valve would make it easily accesible.
