Lighting water heater??

I have a gas water heater, when I try to light the pilot, the entire burner will light and then it goes out like it maybe pulled in to much air and extinguished itself, but I dont understand why the pilot isn't just lighting like it should. Bad control valve?
 
With the gas control set to pilot and the button depressed, the burner should not be lighting.

Only the pilot should have gas flow at that point.

Sounds like you have a faulty control.
