Leak in basement

Hello Everybody.

I tracked down the cause of an odor in my basement to a leaking shut-off valve.

Attached are pics of the valve and clamp that appears to have been replaced.

I found the old clamp on the floor inside the wall near the plumbing and it looks like a perfect match.

a) Will I have to turn the water off from outside the house or just at this valve to replace this clamp?

b) Will there be any soldering involved?

c) Is it more complex than I think?

It is just a ground clamp. Pick up a new one, make sure the wire and pipe are clean from debris, and screw it on. Easy-peasy.

As far as the valve is concerned, sometimes a turn of the hex nut (located under the red handle) will stop the leak. Since the pic is small, it is hard to see the entire valve, so maybe a bigger pic of the valve would help us to help you.

Yep, tightening the hex nut a half or 3/4 of a turn should do the trick. Since the ground clamp is attached to the copper, I would leave the old clamp so as to not damage the pipe, and just add a new one to another clean area of the pipe.
 
From the looks of it you might have multiple leaks. Leak at the packing and/or a leak on water service. If you still have a leak after tightening the packing nut things could get a little more involved.
 
I was going to mention this as well. It looks like there is a leak on the wall side of the ground clamp. Please let us know!
