This piping arrangement is currently for a double sink. It was done about 30 years ago by a handyman.
The drainage is slow and sluggish and when one sink is filled with water and allowed to drain, the other one backs up and vice versa.

There's a dishwasher drain hose is in the middle.


The tailpieces and the drain to the wall are corroded.

What is a better piping arrangement?

How much would a plumber charge to rearrange the whole thing, replace the strainers, the tail pieces and the drain pipe to the wall?
 
The piping arrangement isn't that bad. There are better ways to do it but as far as the line backing up your piping arrangement isn't the reason. But it should be changed because it's hard piped and there is no way to remove the trap to clean it or snake the line. I can't see from the picture what is coming out of the wall but in any case the drain line needs to be snaked. Call a plumber to have it snaked and replace the lines at the same time. As far as cost it's difficult to say. Prices vary depending on the area you live in. Call and get some quotes from local plumbers.

Also, you need to get the dishwasher drain hose tied up to the bottom of the countertop. It is very likely that water from the kitchen sink is backing up into the dishwasher since the drain is clogged, potentially dirtying already clean dishes.
