Is this acceptable?

We just had a plumbing company redo the sewer pipe, and the water line coming into the house, all the way from the street. My question is whether or not leaving the pipe exposed outside, as you can see in the picture, is acceptable? The old pipe ran under the cinder blocks. I feel like they just did not want to dig a hole under the blocks. As you can see they did not secure the water faucet either. They just put a little caulk around it. I live in Georgia.

I sure hope you didn't pay them. Are you sure these guys were plumbers? It looks like something an inexperienced not-so-handyman did.

I know you have freezing temps in the winter. What's going to keep these from freezing?
 
Pretty shabby work. Looks like someone may have chosen the lowest bidder for the job.
 
Well the plumbing company sent the guy back. He screwed the faucet to the cinder block, and put some foam insulation around the pipe. His reasoning for not running it underground was that there is a two foot slab under the house. I do not see where they dug into the ground to be able to tell this. Unless he his talking about vertically.
 
Wrapping insulation around the pipe will not keep it or the hose bibb from freezing. Going two feet underground would. A freezless faucet should have been used so the actual shutoff is inside the building, not outside.

This job is totally wrong. I would get the actual Plumber out there and ask him if this is the kind of work he allows his apprentice to do.

I agree. I have sent an email, with the above picture attached, to the supervisor/owner?. When I called, the customer service desk stated that he was not in today, but gave me his email address. I also gave him a link to this forum.
 
There should also be a shut off valve and possible PRV where the tubing enters the building.
