Is this a drain?

I had to replace the T&P valve again on my 10 year old HWT.The tank was installed by plumbers.There is no floor drain for it(amazing,but not surprising).The line from the valve just runs down to the floor.Now the flooring is ruined,hooray.Anyway,I noticed a PVC Y sticking out of the wall.I'm wondering if this is a drain for the T&P valve.If so,I could run the line to there instead of it draining all over the floor again.Enclosed are pictures.I did the best I could.There's not much space.Please let me know if you've run into this before.Thanks.

Drain your water heater down and put a pan under it. If you put the t&p line into the wall it could be
leaking water from it and you would never know. Let it run into the pan as it will at least save your floor the
next time.
 
If your t & p valve has “failed” twice, you might just have a high water pressure issue.
Or you need an expansion tank installed.
The t & p relief valve might just be doing its job.
 
The heater is 10 years old without a drain pan and no way to run a drain outside.

I’d recommend replacing the water heater , installing a pan and installing one of these.....

That pvc wye in the closet, does it have a plug in it ? Or is it just an open pipe?
 
I have no idea what it is so I could only advise you to investigate or have some investigate it for you. It may not even be a plumbing pipe.
