How to get cold water

Im trying to get my cold water straight from the water main but when turning any faucet in my house to the coldest setting the water still comes out lukewarm. When ive ran the cold water for a while then turn it to hot, the water comes out colder. Also when i first turn on the cold water it comes out cold then warms up just a little bit to lukewarm.

How do i make it so that when turning the faucet to cold, the water will just come from the ground without having to activate the water heater? Thanks
 
So ive turned off the valve but the water is still lukewarm. No water comes out when i turn it to hot, when i turn it to cold it comes out cold at first then gets lukewarm. This means i have a hot line tied in with the cold? What does it take to fix? The kitchen bathroom and shower are all the same.
 
If you turned off the valve feeding cold water to the water heater and you have no water at any fixture when you turn on that fixture to only HOT then you are not pulling any water from the water heater. you have isolated the hot from the cold and probably do not have a crossed line.

ivan, where do yu live? how is your piping piped?

is it possible the sun is heating your pipes? or attic?

Yes the cold is isolated from the hot. But when i come home from work, with the water havent been ran in a while, i first turn on the cold water and it comes out very cold THEN warms up to lukewarm. And this is even with the water heater valve turn off.

I live in a condo in the california bay area and i dont think its piped through the attic. Its warm here but this is at 2 3 in the morning and also as i mentioned im getting the cold water when i first turn on the faucet then warms up after running it for a while. Thanks for your help guys.

edit: also lets say ive ran the cold water for a few minutes(lukewarm), then i turn it to hot, very cold water comes out before the hot water. What i want is that very cold water to come out continuously when when i turn it to cold.

You said Condo. Are you on your own water meter or do you share cold water service with other attached condos?

If you share common cold water system then you might have to start looking at the neighbor's system .

IF so check to see if they have any MOEN single handle valves anywhere in their unit or if they are experiencing the same problem

Does your piping run under the slab. A hot water slab leak will also make your cold water warm. warm water pooling under ground from a leak will transfer heat to cold line.
