Help with the name of a part

Hi hope some can help

I had a hole drilled in my metal downpipe to help clear a blockage.

The plumber used a rubber seal pictured. I had to remove it as the pipe was backing up. As I did this the back end of the bing came off and fell inside the pipe.

I've been to several merchants and none of them had anything the same or even knew what the item was.

I hope some one can name the item so I can get a new one. It's 7cm across and mede from rubber. It had a bolt that held the front to the back creating the seal.

Looks like a mechanical test plug. 7cm would be for about a 3" pipe.
