foul pipe sizes debate

I'm having a rather heated discussion with a Plumber over his plans for a hotel foul drainage system, I'd like comments please.

Basically 3 lines will connect to one direct line to septic tank, the only water will be from the WC, no bath or sink water included.

The first main line has 18 bedroom with 3 connection of 6 rooms all in 100mm these are connected inside the foundations on Y's (all ready in place before I got involved, ideally each section should have run to the out side but..) on the outside it will have 2 more connection of 6 room each, all-in-all there will be 30 room connecting in the run to septic tank this run will only be about 13m. He want to use 150mm pipe for this out side run, I think that 100mm pipe will be adequate.
The location of the hotel is not on the main road, parking is very limited, I don't see it been filled to capacity on a regular basis or even 50%.
Here in Africa people are not use to putting toilet paper down the WC.
My argument is: if the hotel will be used lightly, the use of 150mm pipe may cause problems because the water may not push the solids fast enough in the 150mm pipe, where the 2 other connections connect (the 100mm and 150mm meet), the 150mm pipe could create a void as the water would rush up the side of the bigger pipe. I'm saying all should be in 100mm pipe, that way there would be c constant push of water. Right or wrong in my thinking?

He's also neglecting (we are arguing about) to put any kind of rodding eye at the bottom of the down pipes.

Because he's been a plumber for years, and done a few single storey hotels, he dictates to others that he is right.
