Flush Valve Issue, Need Help

Hello,
I was wondering if anyone knows how to fix my problem. I need to raise the water level in the bowl after each flush. I replaced the flush valve as the original one was getting caught and allowing water to run. I adjusted the level as high as it can go. I've also adjusted the flush valve mechanism as high as it can go without the tank cover sitting on it. Is there too much water in the tank? It just seems to fill up the tank so quickly that water doesn't have a chance to fill the bowl before the flush valve comes to a stop.

I bought the universal from HD. I've adjusted it as high as it can go but the tank refills so quickly that there isn't enough water in the bowl.
 
Make sure the bowl re-fill tube from the fill valve is connected to the clip on the top of the flush valve re-fill/overflow tube and the water is shooting down the inside of the tube. In the thousands of toilets I have installed or serviced, I have never noted this problem. Check the install again.

I may end up trying a different flush valve and start from scratch. The universal kit came with a clip but I didn't use it for two reasons. One, the original parts didn't use it and two I had no idea where it clipped to or if it was even needed.
However, here's the issue...

Your new flush valve WAS installed correctly into your Kohler high efficiency toilet. Your bowl water level is at the maximum level your toilet is designed for. The trap designed into the toilet base is only as high as your water level is now. The only way to increase the water level would be to completely clog the toilet drain...I don't recommend that. Your toilet is functioning as designed for maximum efficiency. If you really feel the need for a larger water surface area, look for 20 year old used toilets for sale and replace your water efficient modern toilet.

It just doesn't make sense to me that the water level was higher with the original part. Ill install a new one and keep you posted.
