flange is cut and glued??

Hi all, need some help. I removed an old toilet 25 years old.that needed to be replaced. When i looked at the flange i saw What looks like part of the inside was cut out maybe with a dremel tool and the flange itself was glued to a bent pipe. Is this a common practice? should i get This Fixed And if so, how can I do it? See the pic...

That is a lead bend. The lead pipe should be above the floor, then a flange is placed over the pipe and the lead is folded over the flange. It looks like the lead pipe failed, and someone jury rigged it. At this point the lead bend should be replaced with PVC or ABS pipe. It's not a DIY job.
 
Thanks John but positive its not made of lead...hmmmm. I guess its hard to tell with the picks.
 
The pipe is black abs and its 3 inch inside diameter. Flange looks like it was cut and then glued on. You think that would leak?
