Had dripping, older, Delta two handle faucet on my mop sink and the hot water side would not stop dripping. Pulled the cartridge and replaced the washer and spring in base of well. Now when I fully turn off the water she drips, but open handle just a crack and drip stops, am I putting too much tension on the washer , what should I do?
 
Sounds like the stop in the handle is broken and allowing you to turn the handle past the off position. To check this out swap the handles and see if the problem occurs on the cold side.

Handle stops OK, took her apart again and rotated shaft of cartridge CCW a bit , put her back together and all is well. I think the cartridge shaft was over rotating and taking the cartridge just past the shut off point.
