Drain hot water heater

Hello, I'm trying to drain my hot water heater and the usual process is not working?
*This hot water heater has two ports on it, cold water in and hot water out.
*I have turned off the water supply and cut the power
*I have opened a hot water tap inside the house
I want to drain it fully so i can descale the tank....any ideas???

Open the drain on the tank.

Yes, of course, with that done its still not draining.

Then your drain Port is clogged with scale

Hook a hose to the drain and have some hold the end outside or into a toilet. With the cold water on to the HWH, turn on the drain valve and let the water run. After you let the water run, shut the HWH cold incoming valve and wait for the water to stop. When it stops trip the T&P valve open you should get water out of the hose. If the T&P doesn’t operate smoothly, replace it.
