Compression Union - What is this part?

I am baffled about what this sleeve is used for in a Compression Union fitting. Attached is the pic with the arrow.

I believe this is used when connecting a plastic, collapsible tubing, and not necessary for a metal line.

Yes, indeed it is to be used with flexible tubing. I'd wish it was more clearer on the package but I guess your supposed to know what you are doing.
