On the main stack in the basement there is a cleanout plug which I would like to be able to open, clean crud out, then reseal. The other day I had a clog at the 3" 45 just above it and managed to clear it with multiple pots of boiling water down the upstairs commode. It seems the someone bearing a striking resemblance to my wife put scraps of bar soap in the toilet thinking that it would be an easy way to clean it. My guess is that they clumped up and got stuck at the bend in the 45. I had it open many years ago but it was a bear to get to seal again as can be noted by the painted over plumbers putty. The OD of the outside of the plug is 3.5". Is there some sort of a plug hat would seal better than the one now in placeand that I could remove and reinstall easily? I could have cleared the blockage easily with the plug out but was concerned that I couldn't get it to seal again in light of that previous experience.

You could use a PVC plug, but if the threads are bad you could use a rubber wing-nut plug. You should be able to find them at a big box store.

This cast is nearing the end of its life by the look of it ( pitting forming and external rusting )

Just wanted you to be aware of it.
