Can my concentric condensing furnace vent be disassembled?

Hello,

The rubber boot on my roof penetration flashing has started leaking. The pipe is a 3.5 OD concentric PVC vent for the intake/exhaust of my HVAC furnace.
I saw a video about the Alpine brand concentric vent and it show the center pipe and easily be removed from the exterior pipe.
Are all concentric vents designed this way?
Just wanted to know before I sent my ancient tail end up that way to replace the seal.

No universal answer. All concentric pvc vents are nearly identical in my experience, but, the degree of cement can vary.
You may be able to pop the topmost mushroom shaped part off or maybe not.
Maybe just overlay slather Flexseal or butyl caulk.
