Backflower

Hey everyone, I have a shower with a cartridge assembly that is calcified to the point it simply will not budge. I have attempted to turn it with a socket wrench with as much force as I feel safe using and nothing. The cartridge assembly in question is inside one of these:

I saw some posts about attempting to flow vinegar backwards through the shower head (or perhaps the hand held shower piece since the shower head is in the ceiling in this installation). I have tried applying vinegar and WD40 to the outside to no avail. Any tips or tricks for dealing with a grumpy bolt like this?
Also, a random question: When I turned the water main back on in my basement there was an air bubbling sound and a T-shaped device vented a little bit of water...what is that device and what purpose does it serve? Is it some sort of pressure related thing? I can provide a pic if it helps.
