Bolts tight put toilet is still lose

I took off the toilet and replace the wood and tile underneath it. i put a new flange down and new wax ring and a new bolt set. I set the toilet on the wax ring and bolted it down, as tight as possible and the toilet is rocking around and not steady. what might be causing this?

The floor may not be perfectly flat. You need to shim the bowl. That is assuming that you screwed the flange to the floor.

possiblle you overtightened the bolts and broke the flange also. the only remedy is to repeat the process and do as john has suggested if required .
