Black, oily flecks in water?

We are getting black, pepper-sized and often larger flecks of something in our tap water. The flecks are oily in that they smear when you wash them off. Could it be the water heater or some pipe attached to the water heater? This in Arlington, Texas. We are also in an area with fracking.
