basement rough-in

Hello everyone,
I have an unfinished basement and it is roughed in for a bathroom. Now the one pipe, which i believe would be for the toilet, is not capped off. Rather it is just stuffed with a white insulation. Any idea why this would be or what it is?

Just to stop the sewer gasses from coming up into your house, as it is not protected by a P-trap.

If its just a pipe sticking up, and you arent finishing the bathroom yet, you can get a 3" temporary cap that is just like that orange one sticking out of the floor.
