I bought a short sale house and the previous owner started to put a bathroom in the basement here is the issue I have he already did all the lines for the tub sink an toilet an filled with concrete but the way he payed it out the water lines would run on the exterior wall and I live in Mn an it can get real cold and can freeze the pipes if I mount 2 by 4s sideways on the studs an insulate the exterior wall really good could I notch the 2 by 4s that are sideways in a couple spots an run the water lines there without the pipes freezing any help would greatly be appreciated
 
if youre basement is below grade that will work. if it is above grade like a raised ranch you should build out walls with 2x6s and insulate and then notch in front of insulation for water lines. im not a carpenter but this has always been the way i do it with no issues.
