a weird series of problems

I'm not sure where to start...we just moved into our first home. It hasn't been particularly well looked after and we suspect there as been some pretty average DIY work done. We've noticed a few plumbing issues:
1. The toilet groans when the cistern is filling
2. The washing machine (in the garage) often wont fill unless we turn another tap on in the house
3. The garden tap flows well but when a hose is attached it often wont work first time
4. The flow from the bathroom tap (mixer) is loud - not the noise of the pipes but the flow of water.
We are on mains water, individually metered to a stand alone house, one bathroom, one kitchen and a laundry in the garage, low pressure hot water tank.
Any ideas where we should start?
Is this one problem or many?
 
I would start by checking the water pressure. you can buy a gauge and check it on a hose bib. Here 50 psi is good and over 80 psi is considered high. May depend on where you are and the type of system you have. you could have excessive water pressure.
What is a low pressure hot water tank?
