IRC--Anti scald device required for vanity?

I am remodeling a master bath and was told that an anti scald device was needed for the double lavatory in am installing. I have looked at the IRC and see the requirements for such a device for showers and tubs---but not sure i see anything for a lavatory sink. Can anyone provide clarification.

Their probably talking about a mixing valve under the sink. Then you can set it for the temp required.
