WH vent through roof close to parapet wall

New Mexico. I cant find the part of code that states the distance from parapet wall.i want to say its 3 feet but my problem is i have to be 10 feet from the air intake that puts me up against the parapet wall.

looks like if you are closer than 10' / but no closer than 2'

the top of vent has to be 2' above parapet
