Recurring shower leak - is this the correct drain?

Hello!

I purchased a home a couple of years ago. The previous owners had the bathroom remodeled, using a fiberglass or plastic shower pan.

The shower leaked when we moved in. We had someone out to fix it, and it is now leaking again 18 months later.

I took the drain apart, there was lots of silicone everywhere and it was completely stuck, so i carefull cut out the top threaded piece. I was expecting to replace a rubber seal on the bottom and be done, but there is no rubber seal there, and appears to have at least one rusty bold head on top of the flange, below the pan.

Is this the correct drain? How can I fix this leak?

I can get better pictures if needed. I am just confused by the rusting bolt and lack of rubber seal below the pan.
